Tracy Miller

Prior to her retirement in December 2018, Tracy Miller worked in public health and health care compliance for 25 years. Tracy was Senior Director of Compliance at the UMass Chan Medical School after serving as Director of the Office of Compliance and Review at Commonwealth Medicine, also a part of UMass Chan Medical School, for a combined eight years. She was a Senior Deputy General Counsel and Privacy Officer at the Massachusetts Department of Public Health (DPH) from 1995-2010. She represented many programs at DPH, created the Privacy and Data Access Office and served as its first Privacy Officer following the implementation of HIPAA. 

Tracy spent the first part of her career in New York City at South Brooklyn Legal Services, where she represented tenants and tenants’ associations in Housing Court, New York State Supreme Court and before Administrative Agencies for five years. Subsequently, she worked at the Disciplinary Committee of the NYS Supreme Court for three years where she investigated and prosecuted complaints filed against attorneys. 

Tracy received an A.B. in Anthropology from Cornell University and a M.S. in Urban Planning from Columbia University where she wrote a thesis titled Rent Control and Rent Stabilization in New York City. She received her J.D. from New York University School of Law where she was a Root Tilden Scholar.  Prior to attending law school, Tracy worked for Congressman Ted Weiss as a Congressional Staff Assistant for three years. 

Most recently, Tracy volunteers with several organizations including the Domestic Violence Service Network (DVSN); Food Link; and Bay Cove Human Services where she is co-chairperson of its Human Rights Committee. Tracy has volunteered at DVSN since 2019. As an advocate, the work entails reaching out to survivors of Domestic Violence to provide community support and resource suggestions through on-going phone outreach and accompanying individuals to court.

As an Access to Justice Fellow, Tracy will partner with Metro West Legal Services Family Law Unit.
